I am directed by Mr. Secretary Balfour to acknowledge the

receipt of your letter (No. 60763) of the 13th January regard·

ing the detention of goods in which firms on the Statutory

List have an interest.

I am to state that Mr. Balfour concurs in the terms

of the proposed draft to the Govemer of Hong Kong, subject

to the additions and alterations contained in the enclosed

draft which Mr. Balfour would suggest, for Mr. Secretary

Long's consideration, might with advantage be incorporated

in the proposed despatch for the purpose of emphasising' the distinction between firms on the Statutory List and enemy

firms within the definitions of Prize Law.
